After any player resolves an Event, bow your performing Monk or Shugenja, you may permanently give him -2C, and target a Personality controlled by the player: Give the target -3F/-2C. Give the target -3F/-2C. If you did not give your performer the Chi penalty, this will not reduce the target's Chi below 1.
