To play this, you need a Water Neopet. On the turn this Quest is played, this Neopet can't tap to move. When this Neopet taps to move to an arena, discard the Quest. This Neopet's controller may search his or her deck for a Location and put it in that arena. Then that player shuffles his or her deck.
